Washington Department of Transportation (WSDOT)
SR-502 Corridor Study and Access Management Hearing
State Route (SR) 502 is a seven-mile, two-lane corridor between Interstate 5 and Battle Ground, Washington. Population growth in Battle Ground and along the corridor is transforming this once-rural area, with a resulting increase in traffic.

Normandeau Associates is managing the project’s public involvement tasks including communication and problem solving with 227 adjacent property owners and additional stakeholders, such as Clark County, Clark Public Utilities, and the City of Battle Ground. The public involvement program includes: stakeholder communications; scoping meeting logistics and follow up; mailings, advertising, and other community notification tasks; coordination, materials development, facilitation, and follow up for Environmental Assessment public meetings; small group and one-on-one meetings with businesses, property owners, and residents; and coordination and implementation of public process for the Access Management Hearing.


City of Vancouver, Washington
NE 18th Street Improvement Project
NE18th Street is a narrow, two-lane road serving a rapidly growing area of the city. The segment between NE 112th and NE138th avenues traverses nine neighborhoods and will eventually need to connect to a planned I-205 interchange. Safety and traffic volume are key issues that need to be addressed. Normandeau Associates is responsible for the project's public involvement program including: stakeholder relations; public meeting planning, coordination, and facilitation; "kitchen table" meeting development and facilitation; and design committee coordination. Normandeau staff also designs, writes, edits, and coordinates production of a variety of information materials including newsletters, community meeting exhibits and presentations, and newspaper ads.

Port of Ridgefield, Washington
Rail Overpass Project
The Port of Ridgefield is leading the planning effort for a new overpass to the Ridgefield waterfront and port area that would span the BNSF Railway mainline. Access by vehicles and pedestrians currently is considered deficient based on the presence of at-grade rail crossings and inadequate emergency access. This project would replace the two rail crossings with a single, grade-separated crossing. The project is adjacent to Lake River, the Columbia River, and the Ridgefield National Wildlife Refuge. Normandeau is responsible for public involvement and environmental compliance under NEPA and ESA. Normandeau's public involvement staff facilitated discussions with the Port of Ridgefield, US Fish and Wildlife Service, Federal Highway Administration, Washington Department of Transportation, City of Ridgefield, BNSF Railway, and the community to define the project, identify partnerships, and coordinate agendas and funding. Staff also conducted stakeholder interviews and citizen forums; prepared newsletters, postcards, and newspaper advertisements; conducted open houses; and developed informational kiosks.

Columbia River Crossing
City Of Vancouver, Washington Focus Groups
The City of Vancouver wanted to encourage effective participation in the Columbia River Crossing process to ensure that there was informed decision making when the community needed to decide on which of the alternatives to put forth for additional study. Normandeau facilitated eight focus groups that were informal "conversations" with a wide range of community members to share information, answer questions, and discuss, in depth, key concerns. The process was conceived and implemented in a five-week period and provided the City with information to create a Frequently Asked Question page on the City web site.

2008 Business Opportunity Expo
Four jurisdictions in north Clark County, Washington (The cities of Battle Ground, Ridgefield, La Center, and the Port of Ridgefield) hosted an event on May 29, 2008, to support and encourage business growth and development in the area. Normandeau created the event and implemented this conference including program development, sponsorship recruitment, booking nationally known speakers, site and tradeshow logistics, catering, web site and brand development, advertising and media coverage, and other arrangements.

BNSF/ City of Vancouver, Washington Waterfront Access
Normandeau, working with the City of Vancouver, BNSF Railway, PB and HHPR, is responsible for the stakeholder coordination and oversight of the urban design for the waterfront access through the railroad berm at Esther and Grant streets. Normandeau is facilitating stakeholder workshops to arrive at a conceptual design for the under crossings that will connect the downtown with the waterfront. The preferred alternative will be displayed in key locations in and around downtown. The displays and newsletter informing the community on their location and the project will be designed by Normandeau.

City of Vancouver, Washington
NE 137th/138th Avenue Improvement Project
NE 137th/138th Avenue, from NE 28th to NE 49th streets, is a narrow, two-lane road on a heavily traveled corridor in an area where the population continues to grow. It spans a heavily residential area with scores of properties immediately fronting the roadway. The improvements would upgrade the roadway to Minor Arterial standards to enhance safety for drivers, pedestrians, and bicyclists; improve access to fronting properties; and minimize traffic delays. Normandeau Associates is responsible for all aspects of the community outreach effort. This effort seeks to foster a partnership approach in the design process, involving all project stakeholders including private and commercial property owners adjacent to the corridor and local and regulatory agencies. Normandeau's public involvement effort includes stakeholder interviews, open houses, informational flyers and newsletters, media coordination, and sounding boards. Normandeau participates in strategy and message development; coordinates and facilitates community and targeted public meetings; develops mailing databases; and produces all mailers and informational materials.

Alaska Department of Transportation
Sitka Airport Runway Safety Area Environmental Impact Statement (EIS)
Improvements are proposed for the runway safety area at Sitka Rocky Gutierrez Airport. The project would also involve the installation of an approach lighting system, extension of the parallel taxiway, relocation of the seaplane pullout, and repairs and improvements to the airport's seawall. The work would be performed in an ecologically sensitive area, requires an EIS, and is of interest to a variety of stakeholders. Normandeau is responsible for developing, coordinating, and implementing the public involvement strategies for the EIS. The process requires outreach to the City and Borough of Sitka; tribal governments; federal, state and local agencies; environmental groups; community groups; neighborhoods; and the general public. The public involvement process includes community meetings, focus groups coordinated as part of the initial EIS scoping process, notification mailings, newspaper advertising, and development and maintenance of the project web site.

City of Vancouver, Washington
Main Street Improvement Project
Vancouver, Washington is seeking to recapture the former vitality of its historic main thoroughfare. The City plans to reconstruct both the pedestrian areas and roadway of a nine-block span of Main Street, which includes transforming the street from one-way to two-way traffic. This project is being organized in conjunction with development of a retail strategy to foster economic growth both on Main Street and in the city's wider downtown core. Normandeau Associates has designed and led a public involvement and planning process that includes: development and implementation of a project brand; outreach to Main Street area property and business owners, residents, and patrons; identification and development of funding strategies; planning, coordination, facilitation, and follow-up of all meetings and open houses; writing, design, production, and mailing of project newsletters; exhibit design and production; design and tracking of business/property owner and community surveys; ongoing coordination of the project steering committee; and development and maintenance of mailing databases.

Vancouver-Clark Parks and Recreation
Marshall Community Center Messaging Plan and Logo Design
Vancouver's Marshall Community Center, a civic institution since 1965, reopened in 2007 after a year-long improvement construction project. Normandeau staff worked with Parks and Recreation staff to develop messages and strategies to market the revitalized Center to the community during its gala reopening period and beyond. Normandeau also developed a new logo that is now used on all identity and marketing materials for the Center.

Columbia Gateway NEPA

Normandeau Associates was responsible for developing, implementing, and managing the public involvement component of the project including: developing and publishing the required public notification; coordinating and facilitating interagency communication; planning and coordinating citizen forums and open houses; and copywriting and publication design.

The Port of Vancouver, Washington sits at the confluence or river, road, and rail. The advantages of this central location also generate problems as a result of the increasing amount of truck and train traffic traveling through the Port area. An opportunity to expand jobs and economic vitality at the Port through development of the Columbia Gateway area has been hampered by this congestion of road and rail. The Port's Economic Development and Conservation Plan (EDCP) is seizing the opportunity and addressing the transportation problem by planning development in conjunction with improvements to the transportation network. The EDCP is further shaped by a comprehensive environmental mitigation plan, which balances economic and transportation development in an ecologically rich area.


2008 City of Vancouver, Washington State of the City Address
Each year, the Mayor of Vancouver, Washington, delivers a speech outlining key City initiatives and a vision for the community's future. Normandeau's Richard Nardini worked with the mayor and City staff to develop themes and content for the 2008 speech. He wrote the initial speech outline and first draft. He then edited and polished a final draft to incorporate revisions by the Mayor, City Manager, and other City staff. Richard performed a similar speech writing role while employed by the City from 1991-2000.

Affordable Community Environments (ACE), Clark County, Washington
Affordable Community Environments (ACE) has the opportunity to develop nearly 50 affordable housing units suitable for couples, people in entry level jobs, and some families. The development will also include space for the Boys and Girls Club of America. During the planning process, people in the surrounding area expressed opposition to the project for a variety of reasons. Normandeau mediated differences and facilitated a win/win outcome for the project and the neighborhood. Normandeau worked with ACE to develop a target list of prospective supporters to participate in the process. Normandeau also worked with ACE to meet with project opponents to explain the changes in the project (addition of the Boys and Girls Club), to hear first-hand the issues that need to be addressed as part of a public meeting, and address the misconceptions about the project's tenants. In May 2008, Normandeau also coordinated the groundbreaking and naming ceremony and led the media management, signifying the successful outcome of the mediation and facilitation process.

Share House, Vancouver, Washington
SHARE is in the process of expanding its facility to consolidate services, upgrade incentives like showers and laundry, and better serve its clients and communities. Before moving forward with any facility improvements, SHARE wanted to have a conversation with its neighbors, partners, and stakeholders to make sure everyone was informed of the process and had an opportunity to communicate their concerns and desires for the SHARE house improvement. Normandeau coordinated a public involvement program that included coordination, preparation, and facilitation of a public process to update, inform, and gain support of the community, funders, and potential partners for improvement of SHARE House in the vicinity of its current operation.

Port of Bandon, Oregon
Moore Mill Truck Shop Brownfield Redevelopment
The Port of Bandon serves several communities along the lower Coquille River, including Coquille, Riverton, Parkersburg, Prosper, and Bandon. In addition to its other landholdings, the Port owns a large stretch of waterfront property adjacent to Old Town Bandon. This stretch includes the former Moore Mill Truck Shop property, comprising 2.18 acres which has undergone Preliminary and Focused site assessments funded by a Brownfields grant from the Environmental Protection Agency. The Directors of the Port of Bandon were interested in seeking input from various stakeholders in a comprehensive public process as to what the site can or should be used for up to the year 2025 and beyond. The outreach conducted for this project sought input in order for the project team to evaluate concerns that may impact the redevelopment of the property. The Port included this public input in the master plan for the site's redevelopment.
