Summary
Normandeau Associates
has been awarded a 5-year, $5 million, indefinite quantity/indefinite
delivery contract with the General Services Administration (GSA) for
environmental services.
The GSA has prequalified Normandeau to make it easier for Federal contracting
officers to award environmental contracts, i.e., capabilities have been
reviewed and rates have been negotiated. All a Federal customer must
do is place an order directly with a GSA schedule contractor, such as
Normandeau. Federal customers can significantly reduce the time required
to obtain services to as little as two weeks. Lastly, the relationship
between the contractor and the customer is a direct one - the customer
need not transfer funds to GSA.

Normandeau Associates
provides a variety of GIS services for utility, public agency, and
industrial clients. These services range from the specification and
acquisition of original aerial photography and digitization to comprehensive
GIs systems development required for a specific project. GIs projects
in aquatic and terrestrial ecology, geology, and natural resource inventory
and management benefit from the depth of scientific experience of the
Normandeau staff. Combining the experience of these scientists with
an experienced GIs staff, Normandeau has been able to develop cutting-edge
GIs applications for its clients. Our systems are PC-based which allows
many clients to access data in applications especially developed by
our staff.
SIN 899-99 Miscellaneous New Services and Technologies
Under this SIN are the following items.
HI-Z Turb'N Tag Technology: Many of the studies of fish passage through turbines, spillways, and bypasses have been possible only through the use of Normandeau's patented tag-recapture technology (HI-Z Turb'N Tag, U. S. Patent No. 4,970,988). Past studies using other tag-recapture techniques required the use of thousands of fish, producing uncertain results with no information on fish injury or mortality. Our technology has enhanced the knowledge about areas within hydraulic structures which can be modified for benign fish passage using only a small number of fish; results from these studies are quite precise and direct mitigative measures which provide most benefit to fish communities. It has provided guidance for better operation of turbines, spillways, and bypasses to minimize fish losses. Staff biologists have been utilizing radio telemetry with the Turb'N Tag to investigate fish behavior for over 20 years. Radio telemetry allows biologists to track individual fish equipped with internal or external radio transmitters to determine fish movement, behavior, and exit route selection.
Instream Flow Assessments: The Instream Flow Incremental Methodology (IFIM) is commonly used to quantify relationships between usable aquatic habitat and alternative flow regimes at projects which store, divert, or otherwise regulate stream flow. Applications are varied and always incorporate site-specific circumstances. Management problems typically include evaluating minimum stream flow required to preserve, restore, or enhance instream values using a measure of aquatic habitat that may incorporate aspects of both quantity and quality. Many projects require assessments focused on problems other than minimum flow, such as evaluating effects of alternatives on channel morphology, impacts from hydropeaking operations, or long-term changes to flow regimes across an entire watershed or river basin.
Biological Laboratories: Normandeau has been involved in the identification of freshwater, marine and estuarine flora and fauna since the company was founded in 1970. Over the years, Normandeau scientists have developed techniques to improve overall efficiency of processing efforts. In addition, we have become experts with certain difficult taxonomic groups that are extremely important in the determination of impacts. Our taxonomic skills include identification of soft and hard bottom benthos, zooplankton, phytoplankton, and ichthyoplankton.
Our staff is also uniquely qualified to conduct endangered mussels surveys and is recognized by state and Federal agencies for this expertise. They also are highly experienced in conducting EPA RBP analysis at levels I, II and III. Normandeau has ensured the continuous quality of this program by developing rigorous training procedures and detailed SOPs for all the field and laboratory procedures.
